When attaching files it always best to attach them as pdf files or using Google Docs or a Web 2.0 tools such as Youblisher.
Google Sites -- you can attach files - remember attach as pdf.
Blogger does not allow attachments per se. However, you can add a Google Doc document. (Google Drive). (save files to Google Drive - similar to Drop Box. )
